It's called Southern California Live Steamers miniature railroad. It's located in Torrance, CA and is totally free! It's open on the first Sunday of each month from 11:00 am to 3:00 pm. Basically, you get to sit on these mini trains as they go around a track. They also have story time, and it is connected to a huge grassy area and playgrounds for the kids to run around in and have a picnic.
I do remember that it was a little hard to find (at one point we had to make a u-turn onto a side street) so make sure to zoom in when you Google the directions to get a good look at the end point.
